“Nguyên nhân do cơ chế, thủ tục lằng nhằng, phiền hà” – ông Phạm Hoàng Hải – Phó Giám đốc Xí nghiệp Quản lý và Phát triển nhà ở xã hội – cho biết trong cuộc trao đổi với phóng viên Báo Lao Động chiều 11.2 về vụ việc thang máy toà nhà CT1A (khu nhà ở công nhân Kim Chung, xã Kim Chung, huyện Đông Anh, Hà Nội) đang phải dừng hoạt động, ảnh hưởng rất lớn đến sinh hoạt của cư dân.

1. Đề xuất tạm ứng kinh phí
Ông Hải cho biết, thang máy đã hết hạn hạn kiểm định, theo luật không chạy được nữa thì xí nghiệp phải dừng hoạt động của thang máy; kiểm định thang máy phải an toàn mới được sử dụng tiếp. Các thiết bị hư hỏng của thang máy đã được xí nghiệp báo cáo từ tháng 4.2021 đề nghị cho thay thế, sửa chữa sớm.
Vị phó giám đốc xí nghiệp nói thêm, từ trước Tết Nguyên đán, xí nghiệp đã có báo cáo gửi công ty, đề xuất công ty có hướng tạm ứng kinh phí, không được 100% cũng được 10-30% tạm ứng cho đơn vị bảo trì thang máy để họ có tiền bảo trì, duy trì hoạt động của thang máy, nhưng đến nay, xí nghiệp vẫn chưa nhận được trả lời chính thức của công ty.
“Ngày 10.2, xí nghiệp tiếp tục cáo báo cáo gửi công ty, tiếp tục đề nghị công ty xem xét, báo cáo cấp có thẩm quyền cho phép ứng vốn để sửa chữa, thay thế các hư hỏng của hệ thống thang máy, máy bơm, phòng cháy chữa cháy trong thời gian thấp nhất, nhằm đảm bảo an toàn về tính mạng, an toàn phòng cháy chữa cháy cũng như ổn định đời sống sinh hoạt cho công nhân, người lưu trú tại khu nhà, tránh gây bức xúc, kéo dài”- ông Hải thông tin.
2. Bóng đèn cháy cũng phải… báo cáo
Khi phóng viên đề nghị cho biết cụ thể về cơ chế, thủ tục quá lằng nhằng, phiền hà, ông Hải giao cho ông Trần Kim Cương – Trưởng Phòng Kế hoạch của xí nghiệp trao đổi thêm. Ông Cương cho biết, khi xây dựng dự toán kế hoạch bảo trì, ví dụ của năm 2021, thì tháng 6.2020, xí nghiệp phải xây dựng xong, trình lên trên.

Quy trình rất dài. Từ tháng 6.2020 (xí nghiệp) xây dựng mà đến bây giờ vẫn chưa được thực hiện, lâu khủng khiếp, mất khoảng 1,5 năm” – ông Cương nói.
Theo ông Cương, xí nghiệp phụ thuộc công ty, từ cái nhỏ nhất, như bóng đèn cháy, hay là một đồng hồ hỏng, đều phải báo cáo công ty, lập biên bản hỏng, chụp ảnh gửi công ty, mời công ty sang kiểm tra xem có đúng hỏng hay không. Sau đó công ty mới có văn bản báo cáo Sở Xây dựng đề nghị sửa chữa, thay thế.
Ông Cương cho hay, quy trình trên là tuân thủ theo Hướng dẫn 03/HD-SXD(QLN) thực hiện công tác bảo trì quỹ nhà thuộc sở hữu nhà nước và hỗ trợ bảo trì 6 hạng mục nhà chung cư tái định cư trên địa bàn thành phố Hà Nội của Sở Xây dựng.
“Thiết bị của hệ thống thang máy khá đắt. Xí nghiệp, công ty không đủ khả năng thanh toán, bỏ tiền ra để sửa; còn đơn vị bảo trì cũng chỉ biết bảo trì trang thiết bị để hoạt động. Nếu bỏ tiền ra thay thế, sau này công ty, sở bảo tôi đã kiểm tra đâu, không biết có hỏng hay không, hay ông tự vẽ ra ông thay. Đấy, nó khó cho mình ở chỗ đấy nữa” – ông Cương nói và cho biết thêm, riêng thang máy toà nhà CT1A thì nếu thay thế, sửa chữa thì mất khoảng hơn 200 triệu đồng; còn thang máy tại toà nhà CT1B thì hơn 500 triệu đồng.
Ông Cương cho hay, tiền cho thuê nhà, tiền gửi xe, xí nghiệp đều phải gửi vào kho bạc theo như quy định của Thông tư 124 của Bộ Tài chính, nên xí nghiệp không có nguồn quỹ dự phòng nào. Ông Cương cho rằng, nếu có quỹ dự phòng, cho phép xử lý các tình huống sự cố (hỏng bóng đèn, hỏng đồng hồ…) thì lấy từ nguồn đấy, sửa rồi khớp hồ sơ, thủ tục thì rất thuận lợi, nhưng xí nghiệp là đơn vị hạch toán phụ thuộc nên không được quyết bất kỳ cái gì. “Nghĩa là chỉ vận hành hệ thống, nếu hỏng thì báo cáo, đầy đủ các thủ tục, trình tự; công ty kiểm tra, trình sở, sở đồng ý cho làm thì mới làm được” – theo ông Cương.
Ông Hải cho biết thêm, xí nghiệp sẽ tiếp tục báo cáo công ty, trong đó đề xuất công ty có báo cáo trực tiếp Uỷ ban nhân dân thành phố làm sao xem xét, tạm ứng nguồn kinh phí giải quyết ngay bức xúc của dân vì “thang máy dừng một tháng rồi, mình không chịu được nữa, huống là dân”.
