Theo ông Cẩm, những năm qua ngành Dệt may luôn có những bước phát triển đáng kể, thể hiện ở kết quả tăng trưởng xuất khẩu. Nếu như năm 2001 kim ngạch xuất khẩu chỉ đạt 1,96 tỷ USD, thì đến năm 2022 con số này đã tăng lên 44,4 tỷ USD, chiếm 12% kim ngạch xuất khẩu cả nước và đứng thứ 3 thế giới. Nhờ xuất khẩu đạt kết quả cao nên ngành dệt may đứng đầu cả nước về thu dụng lao động, với khoảng 2 triệu nhân công công nghiệp và gần 1 triệu nhân công kinh doanh thương mại và dịch vụ. Lao động dệt may chiếm khoảng 25% ngành chế biến chế tạo và khoảng 12,5% lao động công nghiệp cả nước, với thu nhập bình quân khoảng mỗi người là 8,5 triệu đồng/tháng, tạo ra thu nhập khoảng 300.000 tỷ đồng/năm (tương đương 12 tỷ USD/năm).
Bên cạnh những kết quả đạt được, hiện nay ngành dệt may lại đang thiếu tính liên kết theo chuỗi giá trị, công nghiệp hỗ trợ kém phát triển, đặc biệt là dệt nhuộm. Phần lớn DN sản xuất theo hình thức gia công, giá trị thấp, nguyên phụ liệu chiếm khoảng 65% từ nguồn nhập khẩu; tỷ lệ xuất khẩu qua trung gian cao, hiệu qủa thấp; rất ít DN xuất khẩu bằng thương hiệu riêng; khan hiếm lao động, trình độ và năng suất lao động thấp… Nguyên nhân của những hạn chế trên theo ông Trương Văn Cẩm là do việc đầu tư vào dệt nhuộm đòi hỏi vốn lớn, lao động trình độ kỹ thuật cao, không được ưu tiên do quan ngại về ô nhiễm môi trường.
Trước những hạn chế, khó khăn của ngành, ông Vũ Đức Giang, Chủ tịch VITAS cho biết, ngành dệt may đang thúc đẩy chính sách “xanh hóa” cho DN. Đây là đang là xu hướng xuất khẩu nói chung trong bối cảnh thế giới đang đề cao vấn đề bảo vệ môi trường. Trong khi đó, việc nghiên cứu, phát triển nguyên liệu xanh còn chưa nhiều, đặc biệt cần xây dựng chính sách thu hút và khuyến khích đầu tư các dự án xơ sợi, dệt, nhuộm, hoàn tất để đảm bảo môi trường. Do đó cần xây dựng cơ chế chính sách khuyến khích nhập khẩu công nghệ nguồn, công nghệ cao trong ngành dệt may; hỗ trợ DN đầu tư máy móc, thiết bị, công nghệ mới giảm tiêu hao năng lượng, nước xả thải, nhằm bù đắp chi phí đầu tư ban đầu, nâng cao năng lực cạnh tranh của sản phẩm.
Dự báo về kết quả xuất khẩu năm 2023, đại diện VITAS cho hay, sẽ còn nhiều khó khăn cho các ngành sản xuất xuất khẩu như dệt may, chiến tranh Nga-Ukraina vẫn đang diễn ra, nhu cầu thế giới vẫn chưa có tín hiệu phục hồi, đặc biệt lạm phát cao tại các thị trường xuất khẩu chính. Trong bối cảnh nhiều thị trường lớn đặt ra những quy định liên quan đến môi trường ngày càng khắt khe hơn với hàng hóa nhập khẩu, đặc biệt là thị trường EU, VITAS lưu ý, các DN cần tập trung vào các giải pháp phát triển xanh; tăng cường đầu tư công nghệ mới, tiết kiệm năng lượng, tiết kiệm nước; giảm sử dụng hóa chất, giảm phát thải thích ứng với các tiêu chuẩn của nhãn hàng. Đặc biệt chú trọng tới nguồn nhân lực thiết kế cho ngành công nghiệp thời trang và thúc đẩy các giải pháp về minh bạch, dòng tiền tài chính để chứng minh được vị thế, uy tín của hàng hóa Việt. VITAS cũng đề xuất, các bộ, ngành cần đơn giản hoá thủ tục hành chính trong các hoạt động đầu tư và sản xuất kinh doanh để cắt giảm thời gian và chi phí cho DN. Bên cạnh đó, hoàn chỉnh hệ thống pháp luật, cơ chế chính sách liên quan đến đầu tư theo hướng thông thoáng, hấp dẫn, đảm bảo phù hợp với các cam kết và thông lệ quốc tế.
