Giai đoạn 2016 – 2020, do những vướng mắc về việc thủ tục, thời gian bố trí vốn (gần với thời điểm hết năm) nên năm nào cũng rơi vào tình trạng vừa đặt hàng vừa đấu thầu bảo trì (3 – 4 tháng đặt hàng, 8 – 9 tháng đấu thầu) khiến doanh nghiệp vất vả vì cùng một công việc phải sử dụng hai hình thức hồ sơ, gây tốn kém công sức, chi phí.
Sang năm 2021, năm đầu tiên Cục Đường thủy nội địa VN tổ chức đấu thầu lựa chọn dịch vụ bảo trì đường thủy quốc gia trong 12 tháng. Tuy nhiên, chẳng những mọi chuyện vẫn vậy mà còn phát sinh vấn đề về giá thầu, gây bất lợi cho doanh nghiệp.
Theo phản ánh, hơn 1 tuần đầu của tháng 1/2022, Cục Đường thủy nội địa VN mới mở thầu, sau đó mất thêm hơn chục ngày để chào giá lại, tiến hành thực hiện các thủ tục để ký kết hợp đồng bảo trì năm 2022.
Trong thời gian chưa ký kết hợp đồng, đơn vị bảo trì vẫn phải thực hiện nhiệm vụ quản lý tài sản, thực hiện trách nhiệm bảo trì luồng tuyến.
Cục Đường thủy nội địa VN không có văn bản giao nhiệm vụ hay đặt hàng bảo trì trong thời gian chờ đấu thầu, ký hợp đồng nên doanh nghiệp phải tự bỏ chi phí thực hiện.
Ông Nguyễn Văn Loan, Phó phòng Tài chính – Kế hoạch, Cục Đường thủy nội địa VN xác nhận, công tác tổ chức đấu thầu không thực hiện kịp trong tháng 12/2021 dẫn đến thời gian thực hiện các gói thầu năm 2022 không đủ 12 tháng. Cùng đó, giá mời thầu thấp hơn nhiều so các năm trước khiến doanh nghiệp phản ứng.
Năm nay có 40 gói thầu bảo trì, với giá trúng thầu 417 tỷ đồng, thấp hơn 10% so với năm trước, tương ứng giảm 4 – 7 tỷ đồng/gói.
Khi bỏ thầu, hầu hết đơn vị đều bỏ thầu với giá cao hơn nên bị trượt, sau đó thương thảo lại, bỏ thầu với mức giá thấp hơn nên mới trúng thầu.
Theo ông Loan, trước đây việc xây dựng giá dịch vụ được căn cứ vào Thông tư 18/2016 của Liên Bộ GTVT – Tài chính.
