Hiệp hội Dệt may Việt Nam dự báo, ba tháng cuối năm “cực kỳ khó khăn” khi mục tiêu xuất khẩu 39 tỷ USD khó hoàn thành vì thiếu lao động, chuỗi cung ứng vẫn đứt gãy.
Khác với nửa đầu năm nay tăng trưởng dương, dệt may đối mặt khó khăn từ tháng 7 khi diễn biến dịch phức tạp và giãn cách kéo dài tại các tỉnh, thành phía Nam, trong đó có TP HCM. Doanh nghiệp dệt may phải đóng cửa, ngừng sản xuất, sản xuất cầm chừng, không thực hiện được đơn hàng. Vì chuỗi cung ứng đứt gãy, họ liên tục phải giao hàng chậm, một số buộc phải giao hàng bằng máy bay bất chấp chi phí đắt đỏ, một vài doanh nghiệp còn bị huỷ đơn…
Nhiều doanh nghiệp tại các tỉnh phía Nam cố gắng bố trí sản xuất “3 tại chỗ”, “1 cung đường – 2 điểm đến” hoặc phương án sản xuất “4 xanh” nhưng cũng chỉ duy trì được khoảng 10-30% số lao động đi làm, chi phí phát sinh lớn. Tổn thất không những về kinh tế mà cả uy tín đối với khách hàng.
Tháng 8 và 9 ghi nhận xuất khẩu giảm sâu của ngành dệt may. Kim ngạch xuất khẩu chung toàn ngành trong tháng 8 giảm xấp xỉ 16% so với tháng 7 và gần 2,7% so với tháng 8/2020. Sang tháng 9, tình hình chưa mấy cải thiện khi xuất khẩu chỉ đạt 3 tỷ USD, giảm trên 9% so với tháng 8 và 10,5% so với cùng kỳ 2020. Luỹ kế 9 tháng, dệt may xuất khẩu khoảng 29 tỷ USD.
Hiệp hội Dệt may Việt Nam (Vitas) đưa ra dự báo 3 tháng cuối khó khăn trước thực tế diễn biến dịch còn tiềm ẩn nguy cơ phức tạp tại nhiều địa phương, nhất là tại các tỉnh phía Nam. Ngoài ra, nguy cơ cao nhất là khả năng đứt gãy chuỗi cung ứng do khách hàng chuyển đơn hàng đi nơi khác và thiếu hụt lao động về quê tránh dịch, không dễ quay trở lại ngay.
Vitas ước tính có khoảng 1 triệu lao động (chiếm 1/3 lao động toàn ngành) bị ảnh hưởng do nghỉ việc, nghỉ luân phiên, không lương và tạm hoãn hợp đồng lao động, giảm thu nhập.
Trước những khó khăn của Covid-19, Hiệp hội này đưa ra 3 kịch bản về đích cho dệt may trong năm nay. Kịch bản 1, Việt Nam khống chế được dịch bệnh và thực hiện “bình thường mới” từ đầu tháng 10, xuất khẩu dự kiến đạt khoảng 37,5 – 38 tỷ USD.
Kịch bản 2, nếu tình hình dịch bệnh còn phức tạp, một số địa phương, khu công nghiệp bị phong tỏa, cách ly trong tháng 11, xuất khẩu cả năm dự kiến đạt khoảng 36 – 36,5 tỷ USD.
Kịch bản 3, kém tích cực nhất, tình hình dịch bệnh còn phức tạp đến đầu tháng 12, xuất khẩu của ngành dự kiến chỉ đạt 33,5 – 34 tỷ USD.
“Với kịch bản nào thì mục tiêu thực hiện 39 tỷ USD kim ngạch xuất khẩu như năm 2019 cũng rất khó khăn”, ông Trương Văn Cẩm, Phó chủ tịch Vitas đánh giá.
