Lao động dệt may Việt Nam ‘hưởng lợi’ từ thỏa thuận giữa Hà Lan và ILO
TTO – Ngày 16-12, Tổ chức Lao động quốc tế (ILO) cho biết đã ký thỏa thuận với Chính phủ Hà Lan để thực hiện dự án hỗ trợ Việt Nam dự báo và nâng cao kỹ năng lao động ngành dệt may trong 2 năm tới.
Dẫn lại ước tính kim ngạch xuất khẩu của ngành dệt may năm 2021 sẽ đạt 39 tỉ đô la Mỹ (tương đương năm 2019) của Hiệp hội Dệt may Việt Nam và khoảng 2,7 triệu lao động làm việc trong ngành từ báo cáo của Bộ Công thương, Tổ chức Lao động quốc tế (ILO) nhận định “dệt may là ngành then chốt, đóng góp cho sự tăng trưởng và phát triển của Việt Nam”.
Tuy vậy, khủng hoảng do dịch COVID-19 dẫn tới nhiều nhà máy đóng cửa; thu nhập và cuộc sống của nhiều công nhân bị ảnh hưởng; các mô hình sản xuất xanh hơn, sạch hơn để giảm thiểu biến đổi khí hậu được đẩy mạnh; mở rộng số hóa và tự động hóa trong sản xuất…
Do đó, ILO kỳ vọng dự án này là một bước đi quan trọng hướng tới xây dựng một ngành công nghiệp có sức chống chịu, bao trùm và bền vững hơn, đồng thời mang lại nhiều việc làm cho người lao động.
Dự án này sẽ kéo dài trong 2 năm và triển khai từ tháng 1-2022.
ILO sẽ hỗ trợ Chính phủ Việt Nam và các tổ chức đại diện người lao động ở doanh nghiệp, công nhân ngành dệt may nâng cao những kỹ năng cần có trong ngắn hạn và dài hạn. Dự án chú trọng nhóm lao động có nguy cơ mất việc do ảnh hưởng của dịch COVID-19, sự phát triển của robot thay thế con người, số hóa khâu sản xuất…
Ông Nilim Baruah – đại diện lâm thời của ILO Việt Nam – cho biết việc đầu tư kịp thời vào phát triển kỹ năng cho người lao động có thể giúp đẩy nhanh tốc độ phục hồi kinh tế, giảm nhẹ những tác động về lâu dài do tay nghề thấp…
Trong khi đó, Đại sứ Hà Lan Elsbeth Akkerman nhận định: “Những mô hình kinh doanh bền vững bao gồm việc phát triển kỹ năng và khả năng tìm việc sẽ góp phần giải quyết những thách thức hiện tại và tương lai trong ngành dệt may. Chúng ta đang tiến thêm một bước để có được một ngành dệt may bền vững và có sức chống chịu trong tương lai”.
Theo ILO, dự án sẽ áp dụng những bài học kinh nghiệm từ các dự án tương tự ở Brazil, Ethiopia, Jordan và Peru, đồng thời kế thừa những thành tựu mà các chương trình phát triển kỹ năng ILO đã thực hiện trước đây tại Việt Nam.
Thông tin từ Đại sứ quán Hà Lan cho biết dự án có đóng góp của Hà Lan là hơn 391.000 USD và tài trợ của Chính phủ Nhật Bản là 140.000 USD.
