Mới đây, EU, thị trường nhập khẩu trên 4 tỷ USD/năm hàng dệt may Việt Nam, đã đề xuất áp dụng một số quy định sinh thái mới đối với hàng dệt may tiêu thụ tại 27 nước thành viên. Theo đó, hàng dệt may vào EU phải có tuổi thọ cao, có thể tái sử dụng và tái chế được. Tất cả những thông tin trên phải được nhà sản xuất cung cấp cho người tiêu dùng thông qua việc gắn hộ chiếu kỹ thuật số cho từng sản phẩm.
1. Cần Sự Đầu Tư Bài Bản, Nguồn Lực Lớn
Dệt may là một trong những ngành sản xuất gia công truyền thống của Việt Nam, đang sử dụng rất nhiều nguồn lực lao động, tài nguyên. Vì thế, việc chuyển đổi sang mô hình sản xuất xanh là thách thức lớn. Hiệp hội Dệt may Việt Nam đặt ra mục tiêu “xanh hóa” với kế hoạch đến năm 2023, giảm 15% tiêu thụ năng lượng, 20% tiêu thụ nước. Đến năm 2030, chuyển đổi “xanh hóa” ngành dệt may Việt Nam, đồng thời xây dựng được 30 thương hiệu mang tầm quốc tế.
Ở góc độ doanh nghiệp, ông Cao Hữu Hiếu, Tổng giám đốc Tập đoàn Dệt may Việt Nam (Vinatex), thừa nhận đây là hướng đi mới nhưng đòi hỏi cần có sự đầu tư bài bản, nguồn lực lớn. Lãnh đạo Vinatex cho biết sẽ tập trung phấn đấu giảm 30% lượng nước thải sau nhuộm bằng công nghệ mới; sử dụng lại 30% nước thải sau xử lý cho các công đoạn giặt, rửa, vệ sinh. Đối với ngành sợi, sẽ sử dụng ít nhất 20% xơ polyester tái chế, 15% bông organic để giảm sử dụng thuốc bảo vệ thực vật. Đầu tư điện mặt trời tại các nhà máy đủ điều kiện tự nhiên để phấn đấu 10% lượng điện sử dụng có nguồn gốc từ năng lượng tái tạo…
Đồng quan điểm, ông Thân Đức Việt, Tổng Giám đốc Tổng công ty May 10, cho biết doanh nghiệp cũng bị áp lực bởi chính những khách hàng nhập khẩu, khi họ yêu cầu những tiêu chuẩn về nhà máy xanh, môi trường làm việc cho người lao động, giảm khí thải ô nhiễm, giảm chất thải độc hại. “Hiện nay, toàn bộ hệ thống nhà máy của May 10 về xuất khẩu đều đảm bảo được yêu cầu của khách hàng. Mới đây, H&M – nhà sản xuất hàng may mặc toàn cầu có 31 nhà cung cấp tại Việt Nam đã cam kết phát triển chuỗi cung ứng trung hòa các-bon cho các nhà máy chế tạo và chế biến thuộc sở hữu của họ hoặc qua ký hợp đồng thầu phụ với các nhà cung cấp vải, chế biến vải, sản xuất sợi, thuộc da vào năm 2030. 2. Tận Dụng Tốt Các Cơ Hội Xuất Khẩu
Số liệu thống kê của Hiệp hội Dệt may Việt Nam (VITAS) cho thấy, tổng kim ngạch xuất khẩu của ngành dệt may Việt Nam trong ba tháng đầu năm 2022 đạt hơn 10,6 tỷ USD, tăng gần 20% so với cùng kỳ. Ngành dệt may đang lấy lại đà tăng trưởng, với kịch bản tích cực nhất, khi tình hình dịch bệnh được kiểm soát, tổng kim ngạch xuất khẩu sản phẩm dệt may của Việt Nam sẽ đạt khoảng 42 – 43,5 tỷ USD.
Tuy nhiên, muốn tận dụng tốt các cơ hội xuất khẩu, nhiều chuyên gia cho rằng doanh nghiệp cần phải tự chủ được nguồn cung nguyên phụ liệu, đáp ứng yêu cầu của các Hiệp định thương mại thế hệ mới (FTA). Ông Trương Văn Cẩm, Phó chủ tịch VITAS, cho biết nhiều doanh nghiệp nằm trong chuỗi cung ứng ngành hàng dệt may cho Mỹ, EU, đã tiếp nhận những yêu cầu “xanh hóa” trong sản xuất, thể hiện qua hệ thống nhà máy được đầu tư công nghệ/thiết bị đạt chuẩn, tiết kiệm năng lượng, cắt giảm phát thải, giảm tiêu thụ nước…
Tại hội thảo “Xanh hóa ngành dệt may Việt Nam – 3 năm nhìn lại và định hướng phát triển” do Vitas cùng Tổ chức Bảo tồn thiên nhiên Thế giới (WWF) tổ chức mới đây, theo các diễn giả, việc thực hành các tiêu chuẩn phát triển bền vững có thể gây khó khăn cho doanh nghiệp vì phải huy động nguồn lực tài chính và có lộ trình triển khai. Song, về lâu dài, nếu thực hiện tốt, sẽ làm tăng uy tín, thương hiệu của doanh nghiệp, của ngành dệt may, từ đó giúp doanh nghiệp nhận đơn hàng có giá trị cao, tăng được lợi thế trong cạnh tranh với các quốc gia xuất khẩu khác.
Tuy nhiên, cái khó của ngành dệt may là nguyên phụ liệu đầu vào, đặc biệt là vải, dệt nhuộm. Tại một số địa phương vẫn cảm thấy ngành dệt nhuộm gây ô nhiễm nên không mặn mà với các dự án phát triển lĩnh vực này. Hiện ngành dệt may đang phối hợp với Bộ Công Thương xây dựng các khu công nghiệp dệt may lớn có hệ thống xử lý nước thải, bảo vệ môi trường… để đáp ứng phần nào về nguồn nguyên liệu cho ngành.
“Ngành dệt may phát triển rất nhanh nhưng vẫn yếu khâu nguyên liệu đầu vào nên ngành mong muốn Chính phủ sớm phê duyệt “Chiến lược phát triển ngành dệt may và da giày Việt Nam đến năm 2030, tầm nhìn đến năm 2035” để ngành có thể tự túc nguyên phụ liệu, đáp ứng quy tắc xuất xứ của các FTA. Bên cạnh sự nỗ lực của doanh nghiệp, ngành dệt may hy vọng Nhà nước có cơ chế hỗ trợ đặc thù, chính sách cụ thể để khuyến khích phát triển công nghiệp hỗ trợ, bao gồm quy hoạch tổng thể, phân bổ thu hút đầu tư, các quỹ khuyến khích xuất khẩu, hỗ trợ tài chính, lãi suất, tỷ giá… để giúp doanh nghiệp nâng cao sức cạnh tranh trên thị trường quốc tế”, ông Cẩm đề xuất.
