Hàng loạt các vấn đề như giá cước vận chuyển tăng phi mã, thiếu hụt container rỗng, gián đoạn chuỗi cung ứng đã tạo nên rào cản cho sự phát triển của ngành logistics nói chung và ngành dệt may nói riêng. Điều này đòi hỏi cần có nhiều giải pháp tổng thể mới có thể thúc đẩy được ngành dệt may phát triển bền vững.
1. Khả quan nhưng vẫn lo
Theo số liệu của Hiệp hội Dệt may Việt Nam (VITAS), sau 8 năm tăng trưởng xuất khẩu liên tục từ 17 tỷ USD năm 2012 lên đến gần 39 tỷ USD năm 2019, đến năm 2020, do dịch bệnh COVID-19, tổng kim ngạch xuất khẩu dệt may Việt Nam giảm xuống chỉ còn khoảng 35 tỷ USD. Năm 2021, mặc dù dịch bệnh bùng phát dữ dội hơn ở khu vực phía Nam, ngành dệt may gặp rất nhiều khó khăn, thậm chí lao đao, nhưng với nỗ lực cao của toàn ngành, cùng sự hỗ trợ kịp thời từ phía Nhà nước và các bên có liên quan, ngành dệt may Việt Nam vẫn trụ vững và đạt được những kết quả xuất khẩu rất khả quan.
Theo bà Nguyễn Thị Tuyết Mai, Phó Tổng thư ký VITAS, tổng kim ngạch xuất khẩu hàng dệt may Việt Nam 11 tháng năm 2021 ước đạt 35,68 tỷ USD, tăng 12,73% so với cùng kỳ năm ngoái và tăng 0,29% so với cùng kỳ năm 2019. Riêng tháng 11, con số này ước đạt 3,37 tỷ USD, tăng gần 2,5% so với tháng 10. Đây là các con số rất ấn tượng trong bối cảnh dịch bệnh COVID-19 vẫn diễn biến rất phức tạp.
Theo tình hình thực tế, các tỉnh thành thực hiện Nghị quyết 128/NQ-CP của Chính phủ nên đã cho phép doanh nghiệp sản xuất trở lại, người lao động cũng đã trở lại làm việc với tỷ lệ đạt hơn 90%, đáp ứng nhu cầu của sản xuất. Tuy nhiên, để có được thành công đó, ngành dệt may Việt Nam phải nỗ lực vượt bậc để vượt qua 3 thách thức là: duy trì chuỗi cung ứng, logistics và về nguồn lao động; trong đó, theo bà Tuyết Mai, thách thức về logistics là một thách thức rất lớn mà chưa bao giờ ngành dệt may Việt Nam phải chịu với chi phí logistics cao.

Đây là vấn đề rất nhức nhối mà VITAS muốn bằng mọi cách cùng các hiệp hội và doanh nghiệp dịch vụ logistics làm sao để có thể hỗ trợ doanh nghiệp Việt Nam nói chung và doanh nghiệp dệt may vượt qua khó khăn.
Bà Mai cho biết thêm, năm 2019, tại Lễ kỷ niệm 20 năm ngày thành lập VITAS, Thủ tướng Chính phủ đã giao 2 chỉ tiêu lớn cho ngành dệt may Việt Nam là phấn đấu tới năm 2030, tổng kim ngạch xuất khẩu đạt 100 tỷ USD và đưa được 30 thương hiệu Việt ra thế giới.
Bà Tuyết Mai cho rằng, con số 100 tỷ USD dù là rất lớn và dịch bệnh dự báo còn rất phức tạp, nhưng vẫn có thể thực hiện được nhờ sự năng động của các doanh nghiệp Việt Nam. Bởi, 80% năng lực của ngành dệt may hiện nay là dành cho xuất khẩu. Năm 2020, Việt Nam đã vươn lên, vượt Bangladesh và trở thành nhà xuất khẩu dệt may lớn thứ hai thế giới chỉ sau Trung Quốc.
Tuy nhiên, việc thực hiện chỉ tiêu thứ hai là vô cùng khó khăn. Vì chỉ mới có hơn 25% doanh nghiệp chuyển đổi từ gia công đơn giản sang FOB hay OEM và khoảng hơn 10% doanh nghiệp chuyển đổi lên hình thức cao hơn là ODM. Các doanh nghiệp Việt Nam chủ yếu vẫn xuất khẩu với hình thức B2B (doanh nghiệp bán cho doanh nghiệp), trong khi hình thức B2C (doanh nghiệp bán tận tay người tiêu dùng thế giới) còn hạn chế.
2. Tối ưu hóa logistics
Để thực hiện mục tiêu mà Đảng và Nhà nước mong mỏi, đối với ngành dệt may Việt Nam, việc xây dựng thương hiệu dệt may Việt Nam xanh, bền vững, liên kết chuỗi cung ứng chặt chẽ là yêu cầu tất yếu thời gian tới; trong đó, hoạt động logistics phải được tối ưu hóa, hiệu quả thì doanh nghiệp mới có thể an tâm với chuỗi cung ứng.
Theo bà Tuyết Mai, hiện hiệp hội đang tập trung cho giải pháp liên kết chuỗi cung ứng nội khối, vì hơn lúc nào hết cần sự chủ động về nguồn nguyên liệu mới có thể đảm bảo không đứt gãy chuỗi cung ứng, tận dụng được quy tắc xuất xứ của các hiệp định thương mại tự do thế hệ mới và cũng cho các nhãn hàng thấy rằng, càng trong khó khăn doanh nghiệp Việt Nam càng có quyết tâm cao hơn và là đối tác tin cậy có thể hợp tác lâu dài. Chỉ khi trở thành một khối chặt chẽ, con tàu vươn ra biển lớn của các doanh nghiệp dệt may Việt Nam mới có thể vượt được sóng lớn của thị trường thế giới.
Hiện VITAS đã kiến nghị Chính phủ sớm ban hành Chiến lược phát triển ngành công nghiệp dệt may Việt Nam đến năm 2030, định hướng đến 2035 để doanh nghiệp nắm được lộ trình rõ ràng về sự ủng hộ của Nhà nước. VITAS cũng kiến nghị có quyết sách phát triển vận tải đường biển mang thương hiệu Việt Nam với đội tàu container lớn, kinh doanh các tuyến xa đi Mỹ, châu Âu và những thị trường lớn. Có như vậy, mới đảm bảo được sự chủ động và thế mạnh cạnh tranh không chỉ của ngành hàng dệt may mà cả những ngành hàng chủ lực khác.
