Hiện nay, Việt Nam đã xây dựng được một hệ thống cảng biển tổng thể hiện đại, đáp ứng tốt nhu cầu vận chuyển hàng hóa nhập xuất. Ngoài việc tập trung vào đầu tư và quy hoạch hợp lý, trong những năm qua, đặc biệt là trong năm 2022, công tác bảo trì hàng hải hiệu quả cũng được chú trọng đầu tư, giúp đảm bảo các tuyến đường thủy được nạo vét đúng chuẩn tắc và cải thiện đáng kể an toàn giao thông, đồng thời giúp tàu thuyền ra vào cảng thuận tiện hơn.
Năm 2022, Cục Hàng Hải Việt Nam (HHVN) đã ký hợp đồng cung cấp dịch vụ nạo vét và duy tu các luồng hàng hải theo kế hoạch bảo trì với các Tổng công ty Bảo đảm an toàn hàng hải (ATHH) miền Bắc và miền Nam. Công việc đã được hoàn thành đúng thời gian, bao gồm nghiệm thu và đưa vào khai thác sử dụng 4 tuyến luồng: Hải Phòng (đoạn Kênh Hà Nam, Bạch Đằng, Sông Cấm), Cửa Lò, Cửa Việt và luồng hàng hải sông Hậu (luồng cho tàu biển trọng tải lớn); 6 tuyến luồng khác cũng đã được hoàn thành thi công nạo vét và được nghiệm thu và quyết toán trong tháng 1/2023, gồm: Hải Phòng (đoạn Lạch Huyện), Phà Rừng, Nghi Sơn, Đà Nẵng, Sài Gòn – Vũng Tàu và Soài Rạp (đoạn Hiệp Phước), Rạch Giá. Hiện tại, đang triển khai các thủ tục để hoàn thành việc nạo vét luồng hàng hải tại Soài Rạp và các kè luồng hàng hải kênh Hà Nam (đoạn kè đầu kênh) và kè kênh Tắt luồng hàng hải cho tàu biển trọng tải lớn vào sông Hậu cũng đã được nghiệm thu và đưa vào khai thác sử dụng.
Cục Hàng Hải Việt Nam đang tiếp tục triển khai các dự án theo kế hoạch năm 2022, bao gồm việc sửa chữa và bảo trì hệ thống đê kè kênh Hà Nam, kè kênh Tắt luồng cho tàu biển trọng tải lớn vào sông Hậu, hướng dẫn đơn vị thực hiện đúng quy chế quản lý đầu tư xây dựng và thực hiện các bước thẩm định, duyệt thiết kế kỹ thuật, thiết kế bản vẽ thi công hoặc thiết kế kỹ thuật – thi công, tổng dự toán và dự toán. Đồng thời, đơn vị cũng đang chuẩn bị đầu tư cho dự án nạo vét vùng nước cảng biển kết hợp thu hồi sản phẩm, một dự án đã được Bộ Giao thông vận tải phê duyệt.
Theo Cục Hàng hải Việt Nam, Bộ Giao thông vận tải đã phê duyệt kế hoạch bảo trì hiệu quả công trình hàng hải năm 2023 với tổng kinh phí hơn 1.500 tỷ đồng. Trong đó, hơn 1.384 tỷ đồng sẽ dành cho công trình nạo vét và duy tu luồng trong giai đoạn 2022-2023, hơn 111,8 tỷ đồng cho các công trình thực hiện từ năm 2022 đến năm 2025, hơn 49 tỷ đồng cho các công trình thực hiện trong năm 2023, và 19,8 tỷ đồng cho các công trình thực hiện trong giai đoạn 2023-2024. Trong giai đoạn 2023-2024, sẽ có 8 tuyến luồng chuyển tiếp được triển khai nạo vét và duy tu, bao gồm Hải Phòng (đoạn Lạch Huyện), Hải Thịnh, Cửa Lò, Đà Nẵng, Sa Kỳ, Soài Rạp, Sài Gòn – Vũng Tàu, và luồng hàng hải cho tàu biển trọng tải lớn sông Hậu. Trong năm 2023, hơn 49 tỷ đồng sẽ được chi để nạo vét và duy tu 2 luồng là Kênh Cái Tráp và Rạch Giá. Ngoài ra, luồng Hải Phòng (đoạn kênh Hà Nam, Bạch Đằng) sẽ được duy tu theo hình thức khoán duy trì chuẩn tắc trong kế hoạch từ năm 2022 đến năm 2025.
Bên cạnh việc duy trì và nạo vét, Cục Hàng hải Việt Nam thuộc Bộ Giao thông vận tải cũng đã lên kế hoạch sửa chữa và bảo trì nhiều công trình hàng hải khác.
Cụ thể, Cục Hàng hải Việt Nam sẽ tiếp tục thúc đẩy hai Tổng công ty Bảo đảm An toàn hàng hải miền Bắc và miền Nam triển khai thi công nạo vét duy tu các luồng hàng hải trong năm 2023, đảm bảo đúng tiến độ. Đồng thời, Cục sẽ tiếp tục quản lý và giám sát thực hiện hợp đồng cho thuê các bến cảng, bao gồm bến cảng container quốc tế Cái Mép, bến cảng tổng hợp Thị Vải, cầu 5, 6, 7 bến cảng Cái Lân.
