ILO và Hà Lan ký thỏa thuận hỗ trợ ngành dệt may Việt Nam
Ngày 16/12, Tổ chức Lao động Quốc tế (ILO) ký thỏa thuận với Chính phủ Hà Lan để thực hiện một dự án mới hỗ trợ Việt Nam dự báo và giải quyết nhu cầu kỹ năng trong tương lai trong ngành dệt may.
Dệt may là ngành then chốt, đóng góp cho sự tăng trưởng và phát triển của Việt Nam. Theo số liệu của Bộ Công thương, ngành này sử dụng khoảng 2,7 triệu lao động, trong đó phần đông là nữ. Báo cáo mới nhất của Hiệp hội Dệt may Việt Nam ước tính kim ngạch xuất khẩu của ngành dệt may trong năm 2021 đạt 39 tỷ đô la Mỹ, tương đương với năm 2019.
Tuy nhiên, cuộc khủng hoảng COVID-19 đã ảnh hưởng nghiêm trọng tới ngành này. Ngoài việc các nhà máy bị đóng cửa và mất sinh kế, đại dịch đã đẩy nhanh những động lực và xu hướng lớn làm thay đổi sâu sắc tới sản xuất và việc làm trong ngành dệt may. Các nhân tố này bao gồm tự động hóa và số hóa cũng như mô hình sản xuất xanh hơn và sạch hơn để giảm thiểu biến đổi khí hậu.
Trong khuôn khổ dự án mới kéo dài hai năm kể từ tháng 1 năm 2022, ILO sẽ hỗ trợ Chính phủ, các tổ chức của người sử dụng lao động và người lao động tại Việt Nam để tìm hiểu những kỹ năng mà ngành và người lao động trong ngành cần có hiện nay và trong tương lai.
Dự án sẽ chú trọng tới nhóm lao động có nguy cơ mất việc làm cao nhất do khủng hoảng COVID-19 và do việc tăng cường tự động hóa và số hóa trong ngành. Đây là một bước đi quan trọng hướng tới xây dựng một ngành công nghiệp có sức chống chịu tốt hơn, bao trùm và bền vững hơn, mang lại các cơ hội việc làm thỏa đáng cho nhiều phụ nữ và nam giới hơn nữa.
“Phát triển kỹ năng và học tập suốt đời đóng vai trò then chốt trong việc giải quyết tác động của COVID-19, xây dựng khả năng chống chịu cho người lao động và doanh nghiệp và định hình một tương lai tốt đẹp cho tất cả mọi người,” ông Nilim Baruah, Đại diện lâm thời của ILO Việt Nam, cho biết.
“Đầu tư kịp thời vào phát triển kỹ năng có thể giúp đẩy nhanh tốc độ phục hồi kinh tế, giúp quá trình quay trở lại làm việc an toàn, giảm nhẹ những tác động về lâu dài tới sự nghiệp của người lao động do thất nghiệp và do kỹ năng không phù hợp, và để tận dụng những cơ hội có thể biến mất theo thời gian.
Các lĩnh vực cần đầu tư bao gồm các kỹ năng chuyên môn cụ thể mà các ngành công nghiệp cần để tăng trưởng, những kỹ năng chuyên môn mới xuất phát từ những thay đổi về công nghệ và những thay đổi khác trong công việc và sản xuất, và cả những kỹ năng tìm việc cốt lõi.”
Hà Lan tin rằng có được chuỗi giá trị bền vững cho ngành dệt may là điều kiện tiên quyết để phục hồi một cách “lành mạnh” từ tác động của đại dịch COVID-19.

Dự án sẽ áp dụng những bài học kinh nghiệm từ các dự án tương tự dự báo kỹ năng cần có trong ngành dệt may được thực hiện trong ngành dệt may tại Brazil, Ethiopia, Jordan và Peru và kế thừa những thành tựu mà các chương trình phát triển kỹ năng ILO đã thực hiện trước đây tại Việt Nam.
Dự án sẽ phối hợp chặt chẽ với chương trình Việc làm Tốt hơn (Better Work) của IFC-ILO và những phát hiện và kết quả đạt được tại Việt Nam sẽ được chia sẻ với các quốc gia thành viên khác của ILO thông qua việc thiết lập một nền tảng tri thức khu vực về nhu cầu kỹ năng tương lai trong ngành dệt may tại châu Á và Thái Bình Dương./.
