Bộ Công Thương vừa nhận công hàm của EEC thông báo hàng dệt may của Việt Nam xuất khẩu vào EAEU vượt mức ngưỡng hạn ngạch thuế quan ưu đãi nhập khẩu năm 2021 theo quy định tại VN-EAEU FTA.
Bộ Công Thương vừa đưa ra khuyến cáo tới doanh nghiệp Việt Nam việc Bộ mới nhận được công hàm số 14-575 của Ủy ban Kinh tế Á Âu (EEC) thông báo các mặt hàng dệt may của Việt Nam xuất khẩu vào Liên minh Kinh tế Á Âu (EAEU) vượt mức ngưỡng hạn ngạch thuế quan ưu đãi nhập khẩu quy định cho 7 tháng năm 2021 theo quy định tại Hiệp định Thương mại tự do giữa Việt Nam và Liên minh Kinh tế Á-Âu (VN-EAEU FTA).
Hiệp hội Dệt may Việt Nam (VITAS) dự báo giá trị xuất khẩu năm 2021 có thể phục hồi về mức năm 2019, đạt 39 tỷ USD, tương đương với mức tăng trưởng 10,6% so với cùng kỳ.
Theo Điều 2.10 của VN-EAEU FTA quy định về biện pháp phòng vệ ngưỡng đối với 12 nhóm mặt hàng xuất khẩu của Việt Nam, mặt hàng dệt may đang có nguy cơ bị áp dụng biện pháp phòng vệ ngưỡng khi nhập khẩu vào EAEU. Theo đó, tùy thuộc lượng xuất khẩu vượt ngưỡng, các mặt hàng dệt may của Việt Nam sẽ bị áp mức thuế theo chế độ tối huệ quốc (MFN) trong thời gian 6 tháng hoặc 9 tháng.
Hiện tại, theo Quyết định số 85 ngày 6 tháng 7 năm 2021 của Hội đồng EEC về việc áp dụng biện pháp phòng vệ ngưỡng, có hiệu lực từ ngày 7 tháng 8 năm 2021, 2 nhóm hàng dệt may xuất khẩu của Việt Nam không được hưởng mức thuế ưu đãi 0% theo VN-EAEU FTA khi xuất khẩu sang thị trường EAEU trong vòng 6 tháng do vượt ngưỡng quy định cho năm 2020.
Theo đó, nhóm váy, đầm, quần áo phụ nữ mã HS 6104.41.000.0, 6104.42.000.0, 6104.43.000.0, 6104.44.000.0, 6104.49.000.0, 6204.42.000.0, 6204.43.000.0, 6204.44.000.0, 6204.49.100.0, 6204.49.900.0 theo mã HS của EAEU; nhóm hàng dệt may mã HS 6110./.
