Trong Chương trình “Lắng nghe và trao đổi với nhân viên y tế” của Sở Y tế TPHCM chiều ngày 9/6, lãnh đạo sở đã gặp gỡ các nhân viên chuyên trách trong công tác mua sắm bảo trì vật tư, trang thiết bị y tế của các bệnh viện công lập trên địa bàn.
Qua trao đổi, Sở Y tế nhận định, một trạng thái tâm lý phổ biến nhất hiện nay của các trưởng phòng vật tư, trang thiết bị y tế ở các bệnh viện là lo lắng, thậm chí hoang mang với công việc được giao.
Các cán bộ phụ trách cung ứng vật tư y tế, mua sắm và bảo trì các trang thiết bị đều đứng giữa 2 yêu cầu chính đáng nhưng luôn đối nghịch nhau. Một mặt, phải lắng nghe và đáp ứng yêu cầu chuyên môn về việc có những vật tư, thiết bị y tế tốt nhất cho công tác chẩn đoán, điều trị và chăm sóc bệnh nhân. Nhưng mặt khác, phải tuân thủ yêu cầu của ban giám đốc bệnh viện, phải giải trình với các đoàn kiểm toán, thanh tra về xây dựng giá dự toán khi đấu thầu mua sắm, bảo trì để đảm bảo giá mua phải là giá thấp nhất.
Theo Sở Y tế, hành lang pháp lý, cụ thể là các thông tư hướng dẫn cho công tác này chưa thật sự đáp ứng các tình huống đa dạng, các yêu cầu từ thực tiễn. Do đó, tất cả cán bộ y tế chuyên trách hoạt động mua sắm, cung ứng, bảo trì trang thiết bị, vật tư y tế đều mong muốn sớm có những quy định pháp lý mới, giống như lĩnh vực mua sắm thuốc.
Trưởng phòng quản lý vật tư, trang thiết bị y tế của một bệnh viện chia sẻ, bản thân là bác sĩ, nếu được chọn vẫn thích làm chuyên môn hơn là công việc hiện tại. Nhưng vì trách nhiệm, chấp hành phân công của đơn vị nên bác sĩ này cùng các đồng nghiệp phải cố gắng hết sức làm sao để đúng quy định.
“Công việc hiện rất áp lực, đòi hỏi tôi phải đầu tư nhiều thời gian, kiểm tra, thẩm định hồ sơ thật kỹ… Mặc dù đã nghiên cứu kỹ, kiểm tra kỹ, nhưng thật sự tôi luôn lo lắng sợ sai mà không biết vì các hướng dẫn chưa bao phủ hết các tình huống trong thực tế…” – vị bác sĩ nói.
Sau khi lắng nghe tâm tư của các y bác sĩ, Sở Y tế TPHCM cho biết trong thời gian tới sẽ triển khai thực hiện các giải pháp nhằm tiếp tục đồng hành, tiếp sức cho các cơ sở y tế công lập tham gia công tác mua sắm và bảo trì các thiết bị, vật tư y tế.
Cụ thể, Sở sẽ tiếp tục kiến nghị Bộ Y tế và các Bộ, Ngành liên quan sớm ban hành các văn bản hướng dẫn chi tiết, cụ thể về quy trình xây dựng danh mục, cách lập dự toán, xây dựng cấu hình… để tạo hành lang pháp lý vững chắc, hạn chế tình trạng sai phạm trong công tác đấu thầu, mua sắm.
Sở cũng tham mưu trình UBND TPHCM đề án thành lập Trung tâm mua sắm tập trung. Trong đó, danh mục hàng hóa mua sắm tập trung thực hiện theo lộ trình thời gian vừa để hoàn thiện cơ chế về bảo trì thiết bị và mua sắm mới vừa đảm bảo không làm gián đoạn cung ứng thuốc, trang thiết bị, vật tư y tế phục vụ công tác khám, chữa bệnh.
